I really like the idea of your project, especially the possibility of discussing a problem. However, it seems to me, that all these could be realized without implementation of decentralization.
In theory, of course, but it would cost a lot more, and solutions wouldnt seem so transparent.
I agree about expenses, but not about transparency. Why do you need it in such projects? These are just daily decisions.
