E7-4000 is for 4-socket,
but i´ve seen E7-8k cpu´s in E7-4k motherboards.

x7560 it´s even older.

8-socket cpu with HT is a pipe dream,
a step down would be the 4-socket CPU like:

has both versions:

the x7500 series CPU are a bit too old... but have HyperThreading, the x7400 do not.

i´m looking a more compatible board with EPS 12v powersupply, those servers everything is custom, ram, board, psu, etc....

another problem with 4-socket & 8-socket boards is that require Windows Server,
and WinSrv 2016 Standard is sold by cores... 16-minimum, $800usd. for OEM/OEI, and $1100usd. for Boxed. "Boxed version allows to change the board, license is not hardware locked."
Windows Server Essentials 2016 i think is limited to 1-socket, cant rememeber.
and Datacenter is more $$.
every 4 additional cores/threads, license pack for Standard or Datacenter is +$210usd.
Essentials i think it cannot be upgraded, a clean install must be made.
also console version cannot be upgraded to Desktop experience, clean install also must be made.
