The Budget system is the same as that introduced by Dash. Members of the community can submit proposals that they believe are deserving of funding, Masternode owners then get the opportunity to vote on these and if agreed they are funded (Lookup superblocks if you want to research the topic more).


There is no Malware in the wallet - the link is reporting PUA (Potentially unwanted application) as it will with every piece of software that has the ability top mine bitcoin. I have provided access to the source code, you can inspect it in detail, you can build it yourself, you might find that unlike many other wallets this one is not butchered and builds perfectly.
