Strange Biostar TB250-BTC+ Video card issue

I have 3 1080 ti running on a Biostar TB250-BTC+

One is a GB Gaming OC 11G
One if a MSI Gaming X 11G
One is a GB Aorus

These all work fine together.

I added a forth card, another MSI Gaming X 11G and the BIOS would not read it.

I spent hours swapping out risers, cables, checking settings, reinstalling drivers, updating the bios and in the end realized that it was the card itself and everything else was fine.

I thought at first the MB did not like having a 4th card, but then I put an older GTX 970 as the 4th card (using the same risers, connections, etc) and the BIOS and Windows read it.

Then I took that out and put the 2nd MSI back in and again the BIOS, nor Windows would detect it.

I then took out the other MSI Gaming X 11G card, thinking it may be a conflict of two exact cards, and only left the non-working MSI in the rig and yet the BIOS would still not read it.

The 2nd MSI card is fine. I've been using on my Gaming rig without any problems, but I cannot figure why it won't read with this Biostar MB.

I do run my monitor off the integrated graphics connector if that makes any difference.

Has anyone experienced anything like this or know what the problem and solution may be?
