Hi r1dex. Russians are free to open a Kraken account and fund it using cryptocurrency but you can't deposit fiat from a Russian bank.
If you have a bank account the the SEPA zone you can fund your account with that bank account. Even if you purchased a vrified account then tried to fund it via Russian banks, it would be rejected.
