Everyone can create a PayPal and eBay account with fake details, and the scamers on that platform are well aware of that. Once you bought something from a scammer with either a hacked/bought account, or as mentioned an account with fake details, nothing will be able to recover your funds. Feedback on eBay is also not really an indicator of someone being trustworthy with aforementioned things in mind. I rather not invest in anything and keep my money safe in my pocket, than having it potentially be taken by scammers due to you looking to bank on a cheap offer.
