Proof?  Even if you had proof he said he was going to ban someone he can change his mind you know. That's what a good Mod Does he weighs decisions and takes bans seriously. He may not have banned the user (According to you) because he may have been wrong at first or the user may have changed his way.

Hillariousandco told the user to Delete the "Bump" post when he bumps again.  This is the only violation i see here.
