Depends on the states laws. I don't know of federal laws prohibiting ownership of AP. But each state has its own laws. For example, in Florida, it's illegal to sell it, deliver it, or possess it "with knowledge of its armor-piercing...loaded in a handgun." Whatever that last part means. Or possess it with the intent to use it in a criminal act.
