If I understand correctly, then the guy who likes to read occasionally to write posts to gain activity will never go on to the next rank unless he writes interesting and informative posts 
Why should they if they're not contributing anything of substance? If you're just a lurker then rank is pretty much pointless any way. What you seem to be annoyed about is that you're not going to be able to rank up just by making a crappy post or two every fortnight over the years and this is a good thing.
