Kraken does not care the issue is between them and Bithumb. Here is what their support said:

As for why we don't post a bulletin that would be unprofessional since the issue at Bithumb would be temporary and we don't block clients from having free will on where to send their funds. It is always highly suggested clients research the exchange they send funds to before they send them.

Kracken and Bithumb probably split the stolen XRP. They both are crooks.
Hi mwmanoh. I'm sorry to hear about the missing Ripple. Please navigate to Funding > Withdraw click the ID on your transaction and you'll find the Transaction ID. Check this on any explorer and if the funds are confirmed, they have already left Kraken. If that's the case, you'll need to speak with Bithumb support because Ripple is irreversible. If they have not been sent (no transaction ID) or they have not confirmed yet, please open a ticket
here and escalate that ticket using
this form. We certainly did not steal your funds and we would would not split your funds with another exchange. This sounds like a Bithumb wallet issue but please let us know if the funds have not been sent. Thanks for understanding.
