I'm a citizen of Iran, with no prohibitions for receiving postal packages from my family, friends and business partners in the USA.

Iran sanctions are applicable to some institutions and individuals in Iran which have been explicitly specified by name in the related laws and regulations, there is no single sanction against the people because of their Iranian citizenship per se.

Actually when someone IS a contractor for, or an employee of the US Government, you are under much more scrutiny on doing things by the book than the average CLUELESS citizen.
