1- Due to many posts in different sections, there are members who did not get points ( because most users read the topic and just few posts ) even though there are acceptable quality posts in every topic ( As a matter of fact, in every topic there are just 1 or 2 members who get a merit point )

1- Only the legendary ,VIP, Hero , and the trusted members will distribute the merit points
(And it is necessary that those users will have a large proportion for distributing merit points ).
2- Newbies, members, full members, sr members cannot send points but they can only accept merit points to rank up.
If only Legendary, VIP and Hero members can grant merit points instead of everyone then the first problem you mention would be even worst.
The second part makes sense but I think we should wait longer to see if more sMerit points are required.
3- Because legendary users are at the highest rank and they dont need these points to rank up, the solution is to delete the coordinate of merit from legendary, VIP profiles.
Therefore, they cannot get the merit point.
Even though Legendary members can't rank up, I do think we should be able to get merit points. This helps distinguishing active members and encourages high-quality posts.
Besides, it could make a big difference if higher ranks are created in the future.
I think what you seek here is having more sMerits for low-rank members. What could make sense is forcing a percentage of sMerit to be sent to low-rank members to discourage sending only to older members.
4- Why we don't give only higher ranked members, the ability to read the majority of the posts in most of sections and give merit point to those who deserve it? let's do justice.
PS : Many will say that members of the highest rank ( legendary , hero..) do not have time to read many topics, in my opinion the solution is to give financial rewards to those who want to accept this mission .
Again, all users should be able to give sMerit points, according to their rank or received merit points.
I think giving financial rewards for this could be abused too easily. People could join just for the reward, without actually reading more but just giving more sMerits to anyone.
5- Reduction in required merit to rank up. So it becomes as follows :

Probably more time is required to see whether high-quality posters have too much problems ranking up. At the moment I think it's too early to say.
