I do not think that it can be calculated in any way. Sometimes the demand for a service grows like an avalanche - such cases can not be foreseen or planned.
It isn't obligatory to calculate with high precision. But some minimum threshold has to be counted.But in most cases experts are capable to define if not exact figures, then range of values.
