Although it's likely she encourages everyone, I really think you found the missing part of the message. It's interesting how she encoded the message in a relatively short bitstream with two different ciphers (Bacon + Morse) and mixed the ribbons with it.
I mean it doesn't sound too far off. I need to take another look at the length stream and how people derived the first part. It still feels very odd, but I'm sure there might be a rational explanation behind things.
