I can never understand companies that give you a product, and then penalise you if you use it to its full capacity.
if you dont want someone using 8 CPUs at 100% then dont bloody well give them 8 cpus in the first place!!!

You mean like renting a car and taking it to a superspeedway so you can drive 150+mph?
Not really the same thing.
If you rent a car it usually stipulates that you have to use it within the bounds of the law and NOT take it to a superspeedway and drive 150+mph.
But in this case you are being charged for 8 cpus, but then get kicked off the service if you use the 8 CPUs.
On Amazon AWS you buy an 8 CPU instance, you get to use all 8 at 100%
Same on Windows Azure and Google Cloud.
