Hard cap is 45M USD in fiat. Due to sudden increasing of eth price they set their hard cap as 40,000 in eth term. If they hit the 40,000 eth, they will calculate to fiat with 2 week average of eth price. If 40,000 eth is over 45M USD they won't do the public ICO, if less, they will do the public ICO for certain amount of eth only to reach their hard cap 45M USD.
