The page you linked clearly shows that there were no payments on 1/31, and that no double (catch-up) payments occurred on 2/1.
Which is also the reason why there have been multiple unvotes the following day.
Edit: Just adding that general04 had no issues whatsoever during the same time
posting of double payments, I was really mistaken. On Jan, 31 general03 gorged only 9 blocks. sorry
