Im new with oxy. Could you explain me why forging is disabled in web wallet? What should i do?

Can you forge your own coins?
How to do that? I choose 51 delegates, vote with 2 coins, and still nothing
p.s I Use Ark, Shift, Rise wallet(another dpos coins) and forging works fine there
if you are not the top 201, you wont forge but just get the voting rewards, and some pools need you to vote all of them to get the rewards
