Are newbies allowed to post on Service Discussion and Announcement Discussion Section? I am planning to post an ANN thread and Bounty thread for our product. Not sure if newbies are allowed or the account still needs to rank up to do so.

Yes, you can. But a newbie doesn't have enough trust to make everybody believe that your project not scam.
If you manage your Bounty thread, I will never join and I think people will so
I think you should ask a Hero/Legendary Member to post and manage your Bounty thread.
