You can sign up for Bitfinex but you have to deposit 10 000$ to trade which is too much for most people. Older accounts like mine don't have that limit.

Bittrex has waiting list for corporate clients who trade hundreds of thousands of $ per week etc.Most people don't trade that much. There are 250 000 people on the waiting list and most of them will not be accepted because they are not corporate.
