are there thieves to steal your wallet in Ukraine?
My first move was to ask "are there countries without thives?" but then I recalled for example Scandinavia... at the same time, a glass of beer is 6 or 7 times more expensive in Scandinavia than in Ukraine - isn't it a state-controlled civilized form of robbery?(I understand your point. but in the end government doesn't harm you instead of charging taxes what you called some sort of robbery.
however we can protect ourselves from thieves in Ukraine if we are vigilant enough I guess.
