FYI - you will get better quality if you hire two people.
PHP and MySQL and programming languages - left brain.
CSS and HTML are design languages - right brain.
Everyone has a dominant side of the brain. No one is an expert at both.
For example, look at my BPIP site. You can tell I am a left brainer and my creativity is below average.
