I really cannot understand what you mean by washing money,you think that people will be submitted it to tax authorities and they will be paying those amounts too as tax or some need to justify how they had money in their accounts though the years
,i am not sure how that works and i am not sure why anyone wants old accounts unless to show off to others,yeah you could collect CLAM earlier,but it makes no sense .
