It is not mandatory. You can't say that if someone is rich, then he should donate a part of his wealth to charity. The rich people share a disproportionate load in filling the government coffers. So it will be unfair to ask them to part with even more of their wealth. Also, you need to remember that most of them became rich as a result of their hard work.
