I think such ICOs is the best investment now. For example, Neurogress is a great ICO that set their prices in ETH. Plus they have 50% bonus during pre sale. Now with this dip it's a bargain!

Really depends, if you're buying them with fiat then sure, but if you holded them or bought them higher then not so. I personally still prefer USD pegged ICOs.
It works both ways. Investing in ICOs now with prices pegged in USD would be really great. Because The USD value at the time of investment is low (thanks to the bearish market) compared to when the prices go up. Only the increase in value of of the corresponding ETH/BTC invested means you're in profit already. And that's a good thing.
