That is true and what is good about buying the non-mining ones is once you are done
you can resell to recoup your cost of the card for atleast 70-85% back to gamers who are looking for cheaper than buying new.
If crypto falls for good (which is very improbable imo), you wont be able to resell anything at a decent price, because there will be TONS of GPUs at probably 10% price and gamers will take their revenge

If crypto doesn't fall and you only want to "upgrade" your rigs, no gamer will buy at, again, decent price those cards from you (after months of mining).
Overall (power consuming and heat dissipated / Mh) mining versions of GPUs are better than "gaming" versions.
I only wonder WHY ON HELL, as long as you make a mining special designed GPU you don't make it ONLY with Samsung memories. That's beyond my logic.
