With the specs you are looking for, you will almost certainly need to get a barebones chasis.  If you want to go a cheaper route and don't mind used, look up the HP D580 G7 on ebay.  You can pick one up for 500 bucks and it will already have the 2 power supplies, motherboard and processors!
