When you decide to have a moderating system based on subjective judgements (as is the case with the trust and merit systems) then you need to give the power in the hands of ethical mature members. When there are ethical immature members, as the ones mentioned above, you should either withhold them power or establish objective rules to which the moderators too must comply.
