Bitcoin after the tech was given to the public by the Satoshi individual or team is now being maintained by the bitcoin core team.
Decisions are made by the ones supporting the project ie miners, community etc in various meets around the world.
Nowadays though after bitcoin has become the norm coins to prove to investors that they will actually deliver what they promise it is preferable to show a reliable team backing the project so that the investors are confident enough to invest their money in and not invest them in something reliable like bitcoin etc.
