Ergo, it was utterly impossible for you to make the following claim, let alone that to this day the FCC has no record of BF Labs Inc.'s existence.

He is clearly implying that at least some devices were submitted in October, 2012. But the FCC is not going to test ANY piece of equipment that's not complete because it would be impossible to get ANY results if the circuit is not complete, in this case there would have been no chips in place.
