This is still unofficial any people should be waiting for the official announcement of telegram itself to be sure that there will an ICO or this is just another FUD,but i doubt telegram needs an ICO because im sure it has enough funds to start the development of their own platform network.People will surely joing this ICO if this is really going to happen it would be massive.
