I mean, BTC not stable this time.

Bitcoin and other alts as well are not stable but due to the movement of bitcoin, other alt's are being pulled up too so this means that we are getting a more stable market after the big dip.
Maybe he means about altcoin decrease on the bitcoin pair. With the increase of bitcoin price and then it makes all of altcoin pair on bitcoin decrease. Altcoin increase on its dollar value bit it seems get another decrease on the bitcoin pair value. This seems normal as long as the price of altcoin will be stable soon. another hype for crypto.
That's how the market reacts before and I notice that too, the logic is this bitcoin + --->> altcoins - or altcoins+ ---> bitcoin - notice the positive(+) and negative(-) sign I made. Pointing out that when value of bitcoin increases, altcoins are moving oppositely and vice versa with altcoin increase. But that's not how the market reacts these days, it's like this when bitcoin increases, most of the altcoins are also moving upward and when bitcoin is moving downward, altcoins will follow as well.
