Is there a way for the United States and Russia to use blockchain technology to prevent nuclear war? For instance create a smart contract that prevents launch of a nuclear arsenal from either country, and other nuclear powers like North Korea?

If they were to put the Nuclear codes into a smart contract I really hope something like the DAO hack doesn't happen.
