my main account be hacked ,i want to recovery my acccount ,but hacker changed my password and email ,i also not seted secure question before

but i have not writed btc address in forum and PM before ,

i can provide proof like  my frequently used IP ,some altcoins address  in forum or PM

may i recover my account ?  if not how should i lock or permban account,i don't want my account hurt somebody


also  i have a question ,why change password no needed verification by original email ,i think this is why so many accounts got hacked！
