In able to solve this issue please add an exception to the Antivirus and allow inbound/outbound communication in the firewall. I cant give you the exact steps for each Antivirus because there are a lot of them so, please search on google the steps of how to do that. After that, let me know how that went.

i looked into my firewall setting to let you all have unrestricted access and i see no program or process associated with acr or wpn in the files.
