Bounties is your best shot, but I know I sometimes come across development that is looking for team members possibly skilled in certain areas where you can help out such as social media mods or art team additions.  If you really believe in a project, feel free to shoot the devs of the ICO an IM or your qualifications and tell them you are willing to help in areas they may need.  The worst thing they can say is no.
