More oft than naught, you sometimes have to append node IPs or urls to the wallet's .conf file. But yes you are correct, the daemon in the OP is nonfunctional.
I think this happened because the network is no longer supported by the some nodes, the Chainradar node is not updated, and there was a pool that also no longer contributes with their node. I'm not sure, I think this happened at the beginning of the year 2017.
