I keep a statistic handy of my transactions. The average, over the last 12 months, is 42 minutes. Not sure if it helps you - but here you go
On a perosnal note: I don't think the fee is a good way to go about this - small transactions, and they do happen and will happen if BTC rises, are left out in the cold.
