Seems like it will just remain a rumour,this was started from these speculations when facebook ban were implemented,morelikely a counter to the facebook's restriction buy i can assure you if telegram is really doing an ICO all the people would be notified because telegram could have announced it already,but no announcement was made so it will just another FUD.
