You probably couldn't be more incorrect.
Changing seeds does absolutely nothing. The way the seeds are hashed makes every bet still indepdeant of the prior. This is not true.
The reason some peoples withdraws are halted is because a small number of people probably are sending illegal BTC to promedice to mix it and then attempt to withdraw. Hence all large withdraws require manual approval.
This is basically for liability reasons .
