From what I understand, Yuri is good for his word.  Back in 2014 they were hacked and around 300 BTC was stolen. https://bitcointalk.org/index.php?topic=485029.msg5357338#msg5357338 Over time, as I have heard it, he repaid the victims from the funds generated by C-cex and finally recently broke even.  That was part of the reason for the month long vacation- in celebration for this accomplishment.  Just be patient with them and I believe you can expect to get refunded.

Due to technical issues C-CEX can be unavailable for day or two. We are working to fix it.
As for XVG - we had to spend a lot of time to fix this issue - but it turned to be impossible. We lost XVG wallet and it's backup due to technical issues. We will announce XVG refund program later.
