I think they are waiting to implement the 2 chains together once Verium reaches a certain hash rate for mining. Not 100% sure though.
When they do that, it'll be a binary chain.

He probably meant a hash rate high enough that they deem it secure enough for the dual chain. But i dont think that is what they are waiting for.
It is probably just in need of more development, the dual chain is complicated and not something they can just release without alot of coding and testing
