I agree that no system is a) perfect and b) in full use from day one. Perhaps a separate section for shitposting? 
Like off topic and newbie section wasnt enough for them ? Even if we have that section im not sure we can remove all that shitposter. Cause they post to get paid, you know what i mean right ? Using some signature at their profile and make some post at discussion section.
