I bought my bitcoins at the height of 15k dollars and I keep on losing money. Is there still a chance that it will go up more that 15k dollars?

If you can wait, there is a chance but we don't know when that time come. So you should monitor the bitcoin price every now and then. If it hits to 15k then sell your bitcoin to gain your loss.
Before buying bitcoin, you should check the price of bitcoin in the market.
If the bitcoin price is low then you should buy it. If the price is high, you can sell it if you have bitcoin.
That is my strategy in earning money.
