He has an "intel polaris". But this is only a research chip. So no chance to buy.

But this is not the only reason when the hashrates on the pools dosn't fit to network hash. For me it seems that the displayed network hash "is slow". So if current network hash is 400k, and for example dekoedoemoe stops his miner with 100k, the displayed network hash is not 300k directly. The displayed network hash goes only slowly down.
The chart is based on average every 100 blocks.
