It has no sense for me, what you are proposing is to bother people time to time without any good reason, while this will not solved the main problem of all those lost bitcoins ... so in the end you are proposing to have more problems than before xD
I dont think is going to work because I may want to put my Bitcoins in a wallet and hold it for 30 years so I can use it for retirement. Or I may want to set some aside in separate wallets for my children and grandchildren. These coins could sit there for 50 years before we access them. I dont want anyone taking my retirement money or the money I want to leave to my family after I die.
Exactly and this is only one example...
