You can send the coins to your receiving address now. However you will only see the coins in the wallet after it has sync'd past the block where you sent the coins.

I would highly recommend you send them now.

The wallet not fully syncing does not affect whether or not the coins are in it. It only changes whether or not you will see them in the balance.

To double check whether or not the coins have been sent correctly you can always check the block explorer.

I'm sorry, maybe I missed something. Also I have 2,000,000 of Pacc on Yobit. Why do you recommend transferring the coins before February 25? What happens on February 25th on Yobit? I had also read that it was not appropriate to transfer the coins before the complete synchronization. I'm trying to sync for 2 days, but it's all very slow. Thanks to those who can help me.

Just a friendly reminder - Those of you who have yet to remove your old #PACcoins from @TradeSatoshi  - please do - they will be de-listing the old coin on February 25th. Old #PACcoin wallets will be in maintenance from that date.
