Here I got an Unofficial version of Whitepaper. Keep watching this space for more news...
It seems interesting to follow because it offers something new. But I still trust the earlier version of blockchain because it has proved more secure. I will keep abreast of the developments being undertaken by Telegram's encrypted messaging startup.
