I can't say it's a sign of discrimination to chose not to ship to a conflict country; I would say it is a risk the seller doesn't want to / or have to assume.
Especially with an escrow situation it leaves a few extra variables in place, no different than when someone says they only want to sell in the US; I don't cry poor me in Canada. At least not out loud

he has a very vast interpretation of 'conflicting countries' , for instance, once he avoided shipping to Dubai! I believe he means: 'conflicting regions', 'conflicting continents', 'conflicting races', ... Idk.
And I'm against advertising local sales in an international marketplace specially when it comes to crypto ecosystem which is by definition global.
There is not a section for local sales here - the OP is free to put whatever terms he wants on his own sale listing.
Not sure why you are implying someones lack of a desire to ship to certain countries makes their actions discriminatory.

Sure, the "crypto ecosystem" is global - go buy any coin you want - but that doesn't mean shipping a device is. There's no connection besides the fact you want to use the hardware for crypto-related purposes.
On Topic:
If the seller gets another 1060 in hand I will happily take both of them. Or if there are other GPUs that you have which I could re-purpose for some workstations please let me know. I'm not interested in mining with them, but as we all know the GPU market has been flipped on its head.
