I just noticed on the electrum website ( https://electrum.org/#home ), that there is an issue with wallet that is older than 3.0.6 version.

I downloaded the 3.0.6 version. That version does NOT function on my laptop w/OS Vista. Nor does it work on my HP laptop w/OS Windows 8.1

Question:  What OS will support the new Electrum Wallet version 3.0.6 ?

If I translate correct from the Electrum website correctly. Did it indicate that if I must use an older version than 3.0.6 that it would be ok, as long
as when I use it, that I am offline, and as long as I have some type of password associated with it???
